Politicians can surprise us. Sometimes they keep their promises. Gov. Rick Snyder did last week, in delivering a budget that will fulfill his pledge to reinvent Michigan. The Republican freshmen in the U.S. House did, too, in forcing the GOP leadership team to honor their commitment to voters by doubling spending cuts. It's too soon to declare that something fundamental really changed with last fall's upheaval election. But the signs are hopeful. Start with Michigan.
